What does a non-military preemptive strike mean?

The Indian Air Force on Tuesday carried out “non-military preemptive strikes” to target terror camps in Pakistan and Pakistan occupied Kashmir.

A non-military strike means a military target wasn’t hit as it would be considered an act of war. India said the “preemptive” strike, or an act of self-defense against imminent threats, was necessary as JeM was preparing for another suicide attack.
